

Cancellations, Payments & Tax Receipts
Cancellations & Refunds must be submitted in writing by a parent/legal guardian at least seven days prior to the start date to be eligible for a refund. Requests submitted on or after the start date are not eligible for a refund.
Administrative and Registration Fees are non-refundable and non-transferable. Approved refunds will be processed back to the original payer and method used to pay.
- Cash refunds are subject to the availability of funds at any recreation center
- Check refunds can take up to 30 days to be received
- Credit Card refunds should post in 2-3 business days

School year programs require a non-refundable, non-transferable registration fee to begin the enrollment process. The monthly sessions are due according to the dates indicated on the program payment schedule and secure your child’s space.
All Day Break and Spring Break Camps require payment in full at registration.
Payment Schedules
If your monthly session payment is not received by the due date, your child will be withdrawn and unable to attend. Should this occur, you cannot pay online and must call our Registration Management Office to pay the session fee plus a $25 reinstatement fee in order to attend. Repeated session cancellations and/or missed payments may result in the discontinuation of services (i.e., removal from the program). Should this occur, re-registration is based on space availability.
Summer Child Care Camps (KidzQuest/Rec Center & Middle School) require a weekly non-refundable, non-transferable registration fee and deposit to begin the enrollment process. The weekly remaining balances are due according to the dates indicated on the program payment schedule and secure your child's space.
If your weekly remaining balance is not received by the due date, your child will be withdrawn and unable to attend. The registration fee and deposit are forfeited. Should this occur, you cannot pay online and must call our Registration Management Office to pay the full weekly fee if space is available. If space is not available, you can be added to the waiting list or register for a location with availability.
Summer RISE Enrichment Program requires a $55 non-refundable, non-transferable registration fee and deposit to begin the enrollment process. The remaining balance is due according to the date indicated and secures your child's space.
If your remaining balance is not received by the due date, your child will be withdrawn and unable to attend. The registration fee and deposit is forfeited. Should this occur, you cannot pay online and must call our Registration Management Office to pay the full program fee if space is available. Virginia Beach Parks and Recreation is proud to participate in EVMS' Minus 9 to 5 program. This program aims to help three and four-year-olds in Hampton Roads receive free tuition through Mixed Delivery Grant Funding.
A Parks & Recreation Reduced Fee is applicable towards our Licensed Early Childhood Programs and School-Based before and after school and summer camp programs for those who qualify.

You can view payment receipts and access your tax receipt information by logging into your parks and recreation account. If you do not remember your password, select forgot password and a link will be sent to your email with instructions to reset your password.
- Click Tax Receipt under Payment and Order Management
- Select the Tax Year from the drop-down menu
- Click Available Family Members and Select All names from the drop-down menu
- Click Generate Tax Receipts
Note - If you receive an unexpected error message, click ok and the PDF report will populate on your screen.
If you are having issues accessing your Tax Receipt from your Parks and Recreation Account, please complete the Child Care Spending Report request form. A member of our team will respond to your request within 24-48 business hours once received.
Dependent care reimbursement forms can be emailed to OSTRegistration@vbgov.com for completion. Please note that only participants who are already enrolled and have services paid can be completed. Staff are not able to complete forms for upcoming payments. Parks & Recreation does not determine if any or all payments are eligible for reimbursement.
Payments from third-party subsidy billing and/or payments directly to our financial institution are not accepted. With the exception of preschool and pre-k, our programs operate exempt from licensure under state code §22.1-289.030 and an exemption letter is not needed.
Medications
Parks & Recreation has strict guidelines for approving medications your child may require while in our programs. Our medication consent form(s) are required to be submitted for each medication your child may require while in our programs, during each registration period.
Please note that approval may take up to two weeks, depending on when your forms are submitted and received. Incomplete and/or outdated forms will delay the approval process.
Our medication manager will contact you with further instructions relating to the medication process once staff have received your child's medication forms. Until this occurs, staff are unable to accept medication(s) that have not been approved by the medication manager.

Complete the applicable medical form(s) below and submit via email to OSTMedication@vbgov.com or fax to (757) 471-2330 at least two weeks prior to your child's start date.
Pick-Up Information
All individuals must be at least 18 years of age, present a valid photo ID at pick-up, and be listed for each child's ePACT record. Sending a note with your child is not acceptable as a staff is unable to release your child until their ePACT record is updated.
Only the following forms of ID are accepted:
- Driver's license (not expired)
- Department of Motor Vehicles issued photo identification card (not expired)
- U.S. military ID (not expired)
- U.S. passport (not expired)
- City of Virginia Beach employee ID badge
- Virginia Beach City Public Schools employee ID badge
To make changes, please log in to ePACT and follow the steps below.
- Click on your child's name in My Household.
- From the pop-up box, click Virginia Beach Parks & Recreation: OST Registration Management under organizations.
- From the child's personal profile, select the tab: Virginia Beach Parks & Recreation: OST Registration Management.
- Scroll to the end of the page for Emergency Contacts and click Edit.
- Click Add New Emergency Contact.
- Complete all required fields with a red asterisk (select skip e-mail).
- Please ensure the person's name is as it appears on their valid ID and they are at least 18 years of age.
- Staff are unable to release if the name does not match, they are not at least 18 years of age or have one of the acceptable forms of ID listed above to present at pick-up.
- Select Save and Back to Profile
- If you have multiple children, you will need to complete these steps for each one.
Closings, Delays & Inclement Weather
Our Licensed Early Childhood Programs at Bow Creek, Kempsville, Princess Anne, and Williams Farm Recreation Centers operate in accordance with the City's operating schedule. Please refer to the program's payment schedule for a complete listing of closure dates.
Our programs may be forced to close due to severe weather conditions or unforeseen circumstances. Parents will be notified to pick up their child(ren) within the hour if the need arises due to inclement weather and/or facility closure. Discuss with your child the alternative arrangements you may have chosen for them.
All Early Childhood programs at Bow Creek, Kempsville, Princess Anne, and Williams Farm Recreation Centers will follow the operating conditions of the facility during inclement weather. Inclement weather closings are announced on local radio stations and TV stations.

- TV stations: WTKR-TV News Channel 3, WAVY-TV Channel 10, WVEC-TV Channel 13
- Virginia Beach Parks & Recreation retains the right to adjust any program/camp details in the catalog, parent handbook, and website including fees, locations, times, and starting dates. Fees are NOT pro-rated.
Our before and after-school programs operate concurrently with the Virginia Beach City Public Schools, School-Year operating calendar. If schools are closed, the before and after-school programs are also closed.
On adjusted dismissal days, our after-school programs begin once the students are released from school, without any additional cost to you.
Parks & Recreation offers all-day break camps at select recreation center locations for an additional fee for most days when schools are closed and our facilities are open. Please refer to the program's payment schedule for a complete listing of closure dates.When recreation centers are closed for maintenance, the recreation center after-school programs will occur at your child's home school site for that week. Please refer to the program's payment schedule for these dates.
